Three Worlds

The need to develop a conceptual framework within which to ‘rank’ the newly-independent countries of the Third World according to recognised criteria—and thus to ‘plot’ their course on a pre-ordained path—was all the more important after Khrushchev had abandoned, by force of circumstance, two cardinal points: externally, the inevitability of war among imperialist states; and internally, the necessity to ‘smash’ the bourgeois, or feudal, state in the transition to socialism. (Both are Leninist dogmas.)

The possibility of ‘peaceful transition’ complicated the analysis of stages of development in the Third World. Judging from the classification in one influential Soviet study, ‘On the character of the peasant movement in the developing countries of Asia and North Africa’, three main categories and two decisive tendencies emerged. These are the categories:

1. Old feudal structures preserved: Saudi Arabia, Jordan, etc.

2. Economic and political domination of top feudal-landowner class liquidated by natural historical evolution, reform, or revolution, and replaced by:
